Thus, riots took place in New York from July 11 to 16, 1863. They were caused by dissatisfaction with the new laws that required more volunteers to serve in the army. Protests took place in the city and later turned into racial massacres with the use of artillery. Eight thousand New Yorkers were among them. The first battle took place on the Bull Run River near Manassas. On July 21, 1861, it led to great losses. The number of people willing to participate in the war decreased significantly.

In March 1863, the American President signed the Enrollment Act. According to it, all men between the ages of 20 and 35 were subject to conscription. The principle of recruitment was simple. All conscripts became participants in a lottery, after which their names were chosen at random by a special commission.

Anyone with $300 could buy a replacement in the lottery and avoid conscription. However, this did not last long. As the war continued, more volunteers were needed. Meanwhile, immigrants arrived in the city with the hope of a better life in a new country. Still, they received only suffering. Immigrants comprised about half of New York’s population by 1855.

They were greatly influenced by the Democratic Party, which was the most authoritative among others. Democrats were opposed to the war. They told the immigrants from Europe about their possible future when Abraham Lincoln freed the black slaves and they all went to the North. The New York newspapers printed information that white slaves were valued less than black ones. Whites were sold for $300 (the price of exemption from military service), while blacks were bought for $1,000.

The threat of competition with cheap labor and buyouts from conscription caused discontent among the middle and upper classes. Besides, many people believed it was a war of the rich, in which the poor were forced to fight.

The first army recruitment in 1863 proceeded smoothly, although there were riots in some other cities. Many said the same would happen in New York. Immigrants did not want the freeing of black slaves to increase competition in the labor market. They also refused to fight for the new country, risking their lives. Therefore, riots began on the streets of New York after the second conscription of volunteers.

Riots in New York: a chronology of events

On July 13, 1863, a crowd of protesting New Yorkers devastated the police station where the army was being drafted. They burned the office of the chief of the military police and the recruiting stations. When the chief of police came to them, the rioters attacked and beat him.

Later, another crowd gathered on Fifth Avenue in New York. Several thousand men, women and children held sticks and stones in their hands. They started riots in government and military buildings, declaring the injustice of the new law.

The Bull’s Head Hotel on 44th Street was damaged during the riots. It was burned after refusing to sell alcohol to protesters. The residence of the mayor of New York, the editorial office of the New-York Tribune newspaper and several police stations were also damaged.

Peaceful citizens used various methods to confront the rioters. They poured hot starch from the windows of the upper floors, barricaded windows and doors and even stockpiled bombs and vats of sulfuric acid. Despite this, rioters often managed to break into houses, set them on fire and harm representatives of the city authorities.

The New York Police Department was unable to stop the riots. The mayor of the city appealed to Secretary of War Edwin Stanton for help. He issued the order and troops were sent to New York after the Battle of Gettysburg. They restored order, killing anyone who resisted them. Six thousand soldiers entered the city. In a few days, they stopped the riots in the streets.

Consequences of civil riots

The opposition to conscription in New York led to numerous destruction of infrastructure and deaths. 120 people died and about 2,000 were injured. Damages amounted to $1 million.

Subsequently, the city elite thought about preventing riots in the future. The police did not prosecute their culprits. The city council allocated $2 million to buy exemptions from conscription for poor people who did not want to serve in the army.

Moreover, the rioters succeeded in achieving their goal. Black people began to leave the city en masse. By 1865, the black population was 10,000. During the Civil War, 200,000 soldiers were recruited in New York and 20,000 of them died.

The American Civil War claimed hundreds of lives and became a period of confrontation among the civilian population.
